Framing Media Terhadap Hukuman Cambuk Di Aceh Antara Syariat Islam Atau Hak Asasi Manusia

Abstract

This study examines the implementation of caning punishment in Aceh, particularly in Banda Aceh City, and its implications for human rights (HR), socio- psychological impacts, and the formation of regional image through digital media. Aceh, as a province with special autonomy, implements the Qanun Jinayat as the legal basis for Islamic law, including caning punishment for certain violations. This research employs a qualitative approach using a case study method, involving observation, media analysis, and literature review to understand public perceptions, offenders’ experiences, and representations in national and international media. The findings show that caning punishment is viewed by local communities as a means of moral correction and an expression of religious identity; however, it also generates controversy regarding human rights principles, such as psychological trauma, social stigma, and discrimination against offenders. Digital media play a significant role in shaping public perception; national and international media tend to highlight controversial aspects and alleged human rights violations, while local media emphasize legal legitimacy and cultural context. This study highlights the importance of balancing religious law enforcement, human rights protection, and effective public communication so that the practice of Islamic law can be understood in both local and global contexts.
